How do I add a text comment directly on the drawing?

Use the Annotate command. Press the Annotate button (or Edit Menu / Popup Menu → Annotate, default shortcut Ctrl+Alt+N), then click the location for the upper-left corner of the comment. Type your comment in the dialog (line breaks supported), then press OK to place it on the drawing.
